Marta V Leyva, M.A.

CEO & Founder, Bilingual Educational Consultant

Founder of Voz de Victoria, and her husband José parented two wonderful children, both adults with disabilities. Her professional profile includes over twenty years as an elementary school behavioral aide, bilingual teacher, and principal at a non-public school for students with disabilities. Marta, a lifelong learner who herself has disabilities, successfully obtained a Master’s degree in Educational Leadership and certification as a Special Education Advocate. Marta embraces every opportunity to improve the personal and academic growth of those she supports and represents. Her mission is “Social Justice Through Education.”

Rosa M Estrella, M.A.

Bilingual Educational Consultant & Professional Translator

Rosa is a mother dedicated to her two adult children and has a love for learning. She has her Master’s degree in School Counseling and Special Education from Point Loma Nazarene University in San Diego, CA. She is a former professor in Guadalajara, Mexico, and currently supports Spanish speaking families with navigating the complexities of the special education system in the United States since 2019. Rosa María specializes in supporting diversity, inclusion, and equity by bridging the cultural divide between districts and families of students with special needs. Rosa María is available to serve as a professional translator.

Elena Kaltsas, M.S.

Social & Adult Services Consultant

Elena is a seasoned Inclusion Expert, Disability Resource Specialist, and Systems Change Consultant, as well as the parent of a young adult with multiple disabilities. With over 15 years in public health research, a BS in Sociology and an MS in Organizational Psychology, Elena brings deep insight into the systemic and intersectional barriers faced by the disability community. Rooted in both lived experience and professional expertise, her work ensures that people with disabilities receive timely support and are empowered to lead self-directed lives. Elena champions disability justice through the amplification of disabled voices, informed choice, and self-determination—grounded always in the presumption of competence and preservation of dignity.

Mario Garcia

Mario is a language access specialist with a sharp eye for justice, a deep respect for culture, and a knack for storytelling, leveraging over 25 years of experience as a translator and interpreter in educational, medical, and community settings to ensure linguistically diverse individuals are not just included but truly heard and understood. Rooted in the belief that language is both a tool for empowerment and a carrier of culture, he brings a versatile skill set—including grant writing, policy analysis, and public narrative—to amplify marginalized voices while exploring how we maintain connection, uphold dignity, and foster belonging in an increasingly tech-driven world. Whether behind a mic or working behind the scenes, Mario is dedicated to creating human-centered systems that embrace complexity, safeguard linguistic diversity, and ensure everyone has a seat at the table.
